What Swissdec and the ELM standard are
Swissdec is the Swiss body that certifies payroll and HR software capable of electronically transmitting salary data to recipient organisations. The technical standard underlying this transmission is called ELM (Einheitliches Lohnmeldeverfahren, the unified salary declaration procedure).
The principle is simple to state and complex to implement correctly: instead of an employer separately completing a declaration for the AVS compensation fund, another for the accident insurer, another for the pension institution, and yet another for the tax authority, ELM-certified software prepares a single transmission that feeds each of these recipients simultaneously, in the format each one expects. The benefit is not just time saved on data entry: it is the reduced risk of inconsistency between declarations filled in separately, at different times, sometimes by different people.
What the ELM standard does not do, however, is decide the calculation rules applicable to your company on your behalf. It standardises the format of the transmission, not the business content that feeds it — hence the importance of configuration, covered further down this page.
The recipients of an ELM transmission
Depending on how your employer file is configured, an ELM transmission can reach several categories of recipients in a single operation:
- The AVS/AC compensation funds, for social security contributions (old-age and survivors' insurance, disability insurance, income compensation allowance, unemployment insurance)
- The occupational pension institution (LPP), for second-pillar contributions
- The LAA insurer, for compulsory accident insurance
- The daily sickness benefits insurance (IJM), where the employer has taken one out
- The cantonal tax authorities, for the withholding tax declaration of employees subject to it
- The Federal Statistical Office (FSO), for the Swiss salary statistics survey, when the company is selected
Each recipient retains its own substantive rules (rates, ceilings, scales): ELM standardises how the data reaches them, not the rules themselves. These rules remain defined by each organisation and must be correctly reflected in the Odoo configuration — see below.
Odoo's exact status on the Swissdec register

One point deserves emphasis, because most integrator websites omit it: Odoo is certified at the “basic” level, not the expert level. This is not a negative caveat — it is simply the exact wording on the register, and stating it explicitly is more rigorous than writing “Swissdec certified” without qualification, as most generic presentations do. The Swissdec catalogue also references ELM versions up to 5.5; Odoo's certification, as of the verification date, covers 5.3.
Swiss payroll functions and Swissdec transmission fall under the Odoo Enterprise payroll module, a paid commercial edition. They are not available in Odoo Community.
What “certified basic” actually means
The “basic” certification confirms that Odoo meets the baseline technical specifications of the ELM 5.3 standard: message structure, transmission security, and the data format sent to the recipients listed above. It is a guarantee on the software.
It is not a guarantee on your file. Two companies using the same certified Odoo can produce ELM transmissions of very different quality, depending on whether:
- the salary structures have been configured with the correct rates and liability rules,
- the declared funds and pension institutions genuinely match the company's affiliations,
- the tax scales and employee statuses are kept up to date,
- special cases (part-time work, multiple employers, mid-year departure, cross-border workers) are handled correctly.
In other words: Swissdec certification reduces the technical risk of the transmission, it does not eliminate the risk of misconfiguration. This is where the added value of support from Swiss payroll specialists lies, rather than from an integrator who stops at installing the module.
What needs to be configured in Odoo for compliant Swiss payroll
When a company is set up in Switzerland, Odoo automatically installs the Swiss localisation (the l10n_ch module), which lays the accounting and tax foundations for the country. For payroll, this base must then be completed and checked item by item:
- AVS/AI/APG: contribution rates, liability status, allowances applicable according to the employee's status
- AC (unemployment insurance): rate and insured salary ceiling
- LPP and coordinated salary: affiliated pension plan, coordinated salary calculation, entry thresholds
- LAA and LAAC: risk class for occupational and non-occupational accident insurance, employer/employee split
- IJM: terms of the daily sickness benefits contract, where one exists
- Family allowances: the responsible compensation fund, which varies by canton

Geneva-specific points
A company based in Geneva, or employing staff in the canton, must take into account local particularities that Odoo's generic configuration does not cover automatically:
- Cantonal withholding tax scales: Geneva applies its own scales, distinct from those of neighbouring cantons, and revised periodically
- Cross-border workers holding a G permit: specific withholding tax treatment, with rules unique to cross-border status that must be correctly configured in the employee file
- Geneva family allowance funds: affiliation with the responsible fund must match the company's actual situation, otherwise ELM declarations are rejected or inconsistent

Setting up an ELM transmission
Bringing an ELM transmission into production follows a required sequence:
- Registration of the employer file with each relevant recipient (AVS fund, LPP institution, LAA insurer, tax authority)
- Validation testing with each recipient individually: each one checks that the data received is consistent with its own records before accepting the live feed
- Going live, once all tests have been validated
This process takes time — software certification does not exempt anyone from any of these steps, which are specific to each recipient and each employer file.
The most common errors on a poorly configured Odoo payroll
- Withholding tax scale not updated after a change in an employee's family situation or canton of residence
- Family allowance fund or LPP institution incorrectly entered in the employer file, causing rejections on the recipient's side
- LPP coordinated salary miscalculated, particularly for part-time or multi-employer employees
- Incorrect LAA risk class, directly affecting the contribution rate
- Salary items incorrectly mapped to the salary certificate, discovered only at year-end
- Payroll history migrated incompletely during a move from another system, distorting annual totals
