Social Security Contributions in Geneva: What Falls Under Cantonal Rules

Swiss social security contributions rest on a federal foundation, identical throughout the Confederation: AVS, AI, APG and unemployment insurance follow the same rules regardless of the canton where the business is established. But a significant part of the system — affiliation to a specific compensation fund, the family allowances regime, the choice of a pension institution and an accident insurer — is decided and managed at cantonal level, or even at the level of the business itself. It is this Geneva-specific dimension, separate from the federal foundation, that this page sets out in detail.

For the mechanisms common to all of Switzerland (rates, ceilings, the principle of shared contributions), our social security contributions page remains the reference. Here, the focus is on a business hiring, or setting up, in Geneva, which needs to know which steps are specific to the canton.

What is federal, what varies by canton and fund

It is useful, for an employer discovering the Swiss system, to clearly distinguish two layers. The first is federal and uniform: AVS/AI/APG contributions and unemployment insurance fall under national legislation, with the same calculation principles throughout the country. The second is cantonal or institutional: which compensation fund the business affiliates with, the family allowances regime and fund, the choice of LPP institution and LAA insurer, depend on the canton of establishment, the sector of activity and sometimes choices specific to the business.

For a business established in Geneva, this second layer has its own points of contact and its own affiliation procedures, distinct from what would apply in another canton. That is the subject of the following sections.

Affiliation to a Geneva compensation fund

Any business employing staff in Switzerland must affiliate with an AVS compensation fund, which centralises the collection of federal social security contributions and keeps individual accounts for insured persons. In Geneva, affiliation is generally done either with a professional fund linked to an economic association in the sector, or with the Geneva cantonal fund in the absence of professional affiliation. This step must take place from the first hire, and it is a condition for all subsequent social security statements. A change of canton for the registered office in principle involves a change of fund.

In practice, the affiliation request requires putting together an administrative file: articles of association or proof of registration in the commercial register, identification of the people authorised to bind the business, and initial information on the expected headcount. The fund then assigns an affiliation number that serves as a reference for all subsequent exchanges — instalment statements, certificates, confirmations of affiliation requested by partners or tenders. For a business starting out, this number quickly becomes a routine administrative document, on a par with the business identification number (IDE).

One particular case is worth noting: a business active in several cantons, with a registered office in Geneva and staff or establishments elsewhere in Switzerland, does not necessarily need multiple affiliations. The attachment rule depends on the legal structure adopted (single registered office with travelling staff, or separate establishments) and is determined case by case with the competent compensation fund.

Family allowances: cantonal responsibility, funded by the employer

Unlike federal insurance schemes, family allowances fall under cantonal responsibility: each canton organises its own regime, with its own family allowance funds. In Geneva, the employer must affiliate its business with a recognised family allowance fund in the canton, and this affiliation gives rise to contributions levied on the payroll, at the employer's expense. The amounts of the allowances paid to employees' families, like the applicable contribution rates, are set by the competent fund and cannot be deduced by comparison with another canton: they must be checked directly with it.

Since 1 January 2026, the contribution rate paid by employers and self-employed persons to the Geneva family allowances scheme stands at 2.22% of payroll, down from the rate previously applied. This rate is published separately and must be distinguished from the federal AVS/AI/APG contributions and unemployment insurance, whose calculation follows uniform rules throughout Switzerland (see our social security contributions page).

This cantonal responsibility explains something businesses arriving from another canton often discover: the regime, the rate and sometimes even the scope of family benefits in Geneva do not necessarily match what they knew elsewhere. This is not a marginal variation, but a system in its own right, with its own cantonal legal basis. Affiliation to the Geneva family allowance fund is in principle done in parallel with affiliation to the compensation fund, the two steps often being handled by the same administrative point of contact.

LPP and the choice of pension institution

Occupational pension provision (LPP) is mandatory for employees whose income exceeds a threshold set by federal law, but the choice of institution that receives contributions and manages pension assets in the vast majority of cases rests with the business itself. In Geneva as elsewhere, a business can affiliate with a collective foundation, a sector institution, or, for certain sectors, be required by a collective labour agreement to join a specific pension institution. This choice deserves careful examination: it shapes the pension plan offered to employees (pensions, lump sum, death and disability cover), a factor that weighs in an employer's attractiveness. Our AVS, AI and LPP page details the mechanisms of this pillar.

LAA and supplementary insurance

Mandatory accident insurance (LAA) covers occupational accidents — entirely at the employer's expense — and, depending on the level of employment, non-occupational accidents. A Geneva business chooses its LAA insurer among the approved companies, or, for certain sectors, is attached to the Swiss National Accident Insurance Fund (Suva) by the nature of its activity. Beyond this mandatory foundation, additional collective insurance exists (sickness daily allowances, accident over-insurance): these are optional and are decided according to salary policy and sector, with no automatic rule.

Coordinating several distinct organisations: the fiduciary's practical role

A feature of the Geneva system, one it shares with every Swiss canton, is the multiplicity of points of contact for a single salary paid: the compensation fund for AVS/AI/APG and unemployment insurance, the family allowance fund, the LPP institution, the LAA insurer, and possibly a sickness daily allowance fund. Each of these organisations has its own statement schedule, its own forms and sometimes its own online portal. For a small structure without a dedicated HR department, this fragmentation represents a real administrative burden, distinct from the purely accounting workload.

This is precisely what payroll management covers, in the practice of a Geneva fiduciary: centralising information once per employee and per pay period, then correctly passing it on to each affiliated organisation, with the right amounts and within the right deadlines. This coordination avoids double entry and reduces the risk of missing a statement, a risk that increases mechanically with the number of employees and the diversity of their situations (part-time, several employers, arrival or departure during the year).

Periodic statements and annual salary closing

Each affiliation — compensation fund, family allowance fund, LPP institution, LAA insurer — gives rise to statements during the year, based on instalments estimated from the projected payroll. These instalments are then adjusted at the annual salary closing, once the salaries actually paid are known, to arrive at a final statement. This closing is a sensitive point in the Geneva payroll calendar: it determines the accuracy of salary certificates and the adjustment of contributions with each affiliated organisation.

Frequent mistakes made by an employer setting up in Geneva

In our practice, the difficulties often come back to the same points: affiliation to the compensation fund or the family allowance fund triggered too late relative to the first hire, unawareness of a collective agreement requiring a sector pension institution, confusion between federal rules — identical everywhere — and procedures specific to the canton of Geneva, or an improvised annual closing for lack of regular monitoring of statements during the year. These pitfalls are prevented by correctly setting things up from the first employee hired.

More specific errors relate to Geneva's cross-border workforce profile: treating a cross-border employee like any other without setting up withholding tax or informing the person of their right to opt for health insurance, or failing to recognise that a collective labour agreement extended to a Geneva sector imposes minimum salary and social rules that take precedence over a less favourable individual contract. A business hiring for the first time in Geneva has an interest in checking, from the moment of hiring, whether its sector of activity is covered by such an agreement.
